Check for duplicates when entering new Address Book Contacts.

Hey Matt, I know this is a really old idea... but I think more significantly than this is checking for duplicates when entering an Inquiry. There are a ton more Inquiries than Address Book entries. Workers are manually checking every single Inquiry to see if there's a dup.
