Trainings should be allowed to have repeating due dates
If Resource Parents have to complete a training every year, and they have to complete it by the end of their license year, that item is "due" by then. They could wait 364 days and they wouldn't be past due. It doesn't matter when in the year they do the training. Whenever they complete it, the next one will be due by the end of the next license period.
The eR system, however, requires expiration dates. So, depending on when the RPs do the training in one year, it will seem like it expires at that time in the next year, which could lead to quite a bit of confusion.
